IMVU trends keep on changing and if you can't keep up it feels like you're ostracised..
In my opinion, whether you'll find friendly and talkative people in the room you entered or not, is a combination of the behavior of the regulars and pure luck.
When I feel like going to public chatrooms (pretty rarely but still), I find myself checking my friendslist and "stalking" people who I am sure would talk to me. Otherwise, it gets very awkward fast lol
The fact that most people would easily name some of the worst chatrooms they've been to but have a hard time suggesting nice ones says a lot about the current situation...
