He was still using Windows 7, which met EOL (end of life) in 2019. Many websites and networks block your computer if your operating system reaching EOL, because it is considered unsafe to interact with a computer that reaches EOL, since EOL operating systems no longer receive security updates.

Updating him from Windows 7 to Windows 10 fixed the issue.
