If they won't reply to your ticket, you can get your ticket bumped by an IMVU forums mod by providing them your ticket number and the date of last reply; or you can force a response from them by submitting your ticket to the BBB.
If you still can't get your account back, then your options are the following:
option 1: Go to California and file a claim in small claims courts ( sue IMVU in their home town ... they usually settle by giving you your account back )
option 2: Hire a lawyer in California to file a claim for you ( hire a lawyer to go to IMVU's home town and sue them for you ... they usually settle by giving you your account back )
option 3: File a complaint with California consumer affairs and the California attorney general about unfair business practices ... etc ( make IMVU's local government aware that IMVU is defrauding consumers, getting IMVU into trouble ... and possibly getting your account back )
option 4: Hire a local lawyer and sue IMVU through their local prepaid card seller ( sue which ever store near you that is selling their prepaid cards ... some countries will allow this; could result in money or possibly your account back )
Overall, you want to make giving your account back to you cheaper for IMVU than them keeping it disabled.
