I have been creating to a point where i have 26 products right now with 35 sales yet im still tier 1

IMVU staff only update tires once a month.
Also, the people who buy your products have to give them good reviews after buying.

You also need to do peer review and other things to go up in tiers, check out the tier info page here: https://www.imvu.com/creators/about_the_tiers.php
