No, it`s not possible, if you are not the public rooms owner or if you are not a moderator.
And you can not boot someone from a private chat.
(It`s called "Boot")

if ur the room owner when you block somone he cant enter your rooms
none of them not sure about moderators but thats how 2 ban basicaly
