I use defraggler myself. I find Its better than the windows built in one.
And I completely agree on the "speed up" software you see ads for are bs. Youd be lucky not to end up with some malware or similar installing those, wich will further reduce the speed.
You might want to run a complete malware and virus scan to make sure you dont have a bunch of unwanted stuff slowing it down as well

Well, if you want to solve lag issues without upgrading your computer, you can try by defrag your disk, cleaning your disk, and terminating services that are opened and not being used, I personaly like CCleaner as my cleaning disk 3rd party if you want to test it out.
