Creating a site with forum capabilities

Hello everyone, I'm trying to put together a site with forum capabilities that is both easy on the eyes without breaking the bank. There are certain things that are a must for my site and most options feel as though I can't figure out whether it's possible or not without spending $100's first. What would you say is the best way to create this without breaking the bank?

Currently? $9.99 per month and I'm unsure of how many members at this time. I was thinking InvisionCommunity for it's potential ability to layout/handle a site point system and awards for users, but not sure I should even go in that direction on a shared server.

I would go with a cheap $8 VPS or shared hosting, similar to this: https://www.inmotionhosting.com/shared-hosting

Look for something with Cpanel. Cpanel will have 1 click install for common forum platforums, such as phpbb. PHPBB would be the cheapest, and the mods for it are free, so you can install additional features.
