Will request T3DE as soon as I'm able to then!

Your solution works interestingly well to clothing that is not a body morph, is what I found! It'll be useful! C:

Sorry for the delay, in the last days IMVU wasn't playing cool with people from my country it seems, lol! Things started working again yesterday! But are finnicky again this morning. Oh well!
So... I ended up finding out how to work with the effect in a couple things! For hair, adding the custom .xrf works, as long as the opacity is used in the neon material part. This way the hair will have the animated effect + the transparency on tips as needed. Blame me for trying only full white or black opacity before. Derp!
For clothing that have the skin composition used on Index 7 already... you need to do a swap! Put the .xrf that's on Index 7 (so far I only found clothing with the nakedSkin there) on the slot with the Skin Composition checked (in this case, Index 2).
Then go to the Debug 2 and just do an Override of Asset on the Material with the Index 7 putting the neon.xrf there. No need to add a new material slot there, you work with what you have.
Then the effect will work normally and just like with the hair, transparency will be done via the neon material's Opacity Map. A bit hard if you want transparency in very specific spots since the neon is usually 512x256 or another kind of retangle and not all textures will follow the size it but it works nicely for jeans with ripped parts, low cuts and shorts on custom bodies.
I'll probably word it better with more images as soon as I can. Not sure if I am explaining it well.DM, if I can explain it with the images would you copy and adapt it (damn my Engrish) to your topic? I couldn't find any tutorial explaining this swap part before. Maybe if someone else find themselves stuck in a similar animation this could be useful? :<
