What's the difference between the two? And which one of these is fully customizable where I can add and move around stuff, and also use the room's furniture in other rooms?

Rooms you can not add furniture to are called "locked rooms". As long as the room is not locked, you can add your own furniture.

That is called a "bundle".

This can be the difference of just a room in room category and in decorated rooms it maybe come with a bundle which got furnitures too and also it is decorated by the creator already , in bundle pack as u will got all furnitures u may use those furnitures in any room, in normal rooms there is 2 things one are empty room which dont have anything just a blank room, and there is a furnished room which is a room that have furnitures inside it but difference is u cannot use those furnitures in other rooms those furnitures are completely fixed neither can be moved. if u want to decorate a room by yourself then you should buy empty room and furnitures from shop or a bundle.

That's a point I'm curious about: Do decorated rooms appear as-is when you load them after purchase? -I don't tend to buy them since they often feel like a cash grab, but I'd be more willing if they stay decorated when you load them in My Room.

To answer your question though, decorated rooms are essentially bundles. You're buying the room itself, plus all the furniture which can be freely used in any other rooms. It's a good way to get a complete 'package' of matching furniture if you don't have much ..but they're usually marked up in price by 25%+.

Decorated rooms are a bundle of products put together that are not by the developer. It could be a collection of products from a few devs and someone put them together.
