Found this out by accident but it may be useful for some. When creating accounts, there will be no marriage option if the acct is under 18. I tried to use a VIP dev acct that's under 18 to purchase a marriage pack during 45% sale. It come out cheaper to buy name change tokens this way. Anyways, no option was given. I didn't try to purchase through the over 18 acct because that is not a vip and not subject to the additional price break.
