Yes, an account can be h4c|<7d even if not in use.
A h4c|<7r could:
* use brute force on the password
* use social engineering on the support system
* steal saved passwords from the account owner's browser
* h4c|< the email account connected to the account
* purchase account data from older dumps floating around the dark web

Purchasing account data is the main source of getting h4c|<7d accounts.
Its like asking if your facebook account or email could be h4c|<7d.
Anything in the world could be h4c|<7d with the mindset of someone and the knowledge

Too true, which is why it is worth the pennies to pay an annual service to inform you if your information has leaked to the dark web.
